Help! CPU Overheating

I am using an 'Intel Core i7 4930K (Ivy Bridge-EP)' CPU and a 'Corsair CW-9060007 NA/BULK' liquid CPU cooler and a few case fans to keep the CPU cool. Yesterday it started reaching temperatures ranging from 86-90°C while just on the desktop and I have no idea why. Everything is clean and built properly, but still the CPU is too hot. The CPU is overclocked but it was fine until a few days ago. How can this be fixed?
 
Hard to tell. Possibilities:

Radiator clogged
Radiator fan failed
Pump failing
Bubbles in your think-tank
Water block come loose
Thermal paste failed
Computer is sitting on a central heating vent. (took me ages to find this one over the Internet)


This is not exhaustive. Has the computer been moved or has there been any change since the last time it was 'right'?

No, it just started getting hotter as I was using it.

The radiator fan is working properly and the air from the radiator is slightly colder than room temperature. 1 of the 2 pipes coming from the radiator is very hot and the other is slightly cool. I don't know if this is normal, but I assume it isn't.
 
No that is normal. The hot pipe is the hot liquid from the water block, the cool pipe is the cool water going back to the water block. The fact that the water is very hot shows that the water block is working and the coolness of the other pipe shows that the radiator I working. That has eliminated a lot of possibilities. Great work!

However, the remaining possibilities are tough for me to work on here. One is that your pump is not working properly, so insufficient liquid is being moved to cool your CPU properly. Can't work on that one over the internet. Any unusual noises?
 
I can't diagnose your pump over the Internet. You need help in person from friends. If you set your fans at full speed by plugging them directly into your PSU or through the BIOS and is has no real effect on the temperatures, this is a possible sign of pump problems. (or a clogged radiator)

I tried increasing fan speed earlier before I took the side panels off and it only made about a 2-3 degree difference in temperature. Since this started everything has been very slow, even YouTube videos are lagging and distorting. It takes about 7 seconds to load this site every time I refresh the page and while I'm typing this it'll take a second to catch up on what I've written. Is this because of the heat or is it because of something else?

Liquid coolers don't necessarily do the job and especially when there's an overclock on the cpu, try tuning down the overclock until it stops overheating.
