GTX970 GPU CLOCK speed cap dropped to 800mhz

So I hadTDR problem for a while playing certain games like smite,aion, rocket league, not on heavy games like shadow of mordor, AC syndicate.
I did clean reinstall my windows and nvidia driver because i thought it would fix the problem but it came again. However, i managed to fix it by adding TdrDelay with 10 value. Now instead of black/brownish/or other color screen for a sec with TDR notification, the game now will freeze/spike for couple seconds but without TDR notifications. After that i would get massive fps drop. So i opened my heaven 4.0 and noticed the clock capped at 800 hmz instead of my normal one (3755). The only way for me to restore it is either restart my PC or turn on/off KBOOST from the EVGA precisionx.

I'm doubting it's temperature issue because i can do benchmark or play heavy games with no problem and max temp 60-65. I also doubt it's my overclock because it already did the TDR when i just got my card.

Someone help me pretty please, I'm kinda sick of this, just got this card last month :X.

i7 4770k cpu @ 3.50ghz
8gb ram
GTX 970 SC ACX 2.0 ( boost clock 1442 mhz, memory 1878 mhz) +125/+250
evga supernova 650 gs 80+ gold

Is the maximum power on 110% and try increasing the voltage.

If it is doing this for non-demanding games, it could be that the GPU assumes that it does not need the extra mhz as it usually underclocks when the PC is on idle or low loads.

However, when I play CS:GO which is a light game it still peeks to it's maximum gpu boost 2.0 speeds when playing without any drops.

yes max power 110%

gpu clock +125
mem clock +250
and never crashed or had tdr problem on benchmarking.

the lowest voltage i can increase is 12mv,is that a lot? because i dont wanna bottleneck my card

A TDR resets your display driver....you'd need to reboot to reset the driver properly, because it never works the way it's supposed to.

Post a screenshot of the GPUz sensors tab. Have it open during one of your gaming sessions and post it here. It'll tell you exactly what's going on with the GPU.

I take it back. this time it showed tdr notification. GPU clock dropped to 3505 which is the default clock from 3755.
note : power peformance was set to max from adaptive too. I was playing aion sitting in the town doing nothing, suddenly black screen but still can hear the sound, then back to normal with tdr notification.

that was the gpu z sensor log, the tdr occured exactly at 20:55:19 , temp dropped to 0, memory used dropped to 99 gpu load 2% memory controller load 0%. it seems like lost graphic card detection for a sec.

Actually last night i changed it to stock clocks and didn't have any tdr. But why OC is not that high, why mild oc can cause tdr in those games i play smite,rocketleague, aion. I don't have tdr in heavy games like AC syndicate, gta 5, shadow of mordor and they use more power and memory.

nope gpu usage is usually maxed during valley or heaven . max temp 60-65 too. in those games where i have tdr, max temp is usually 50. I don't have tdr so far with stock clock but i noticed that my screen would freeze for a sec for first game play after turning on my PC. i checked event viewer and it says this:
