Do i have a bad psu or bad mobo?

Ok so after searching for hours and not feeling completely satisfied I've found the answer for my issue entirely I've decided to ask for help.

Specs are as follows:
Extreme Q9650 Intel processor
6 gig corsair RAM
AMD RADEON HD6950 2GIG graphics
1 250 gig SSD
1 80 gig sata hd
1 250 gig sata hd
Thermaltake bigwater liquid cooler
Corsair TX650 PSU

Computer has worked fine since i built it about two years ago. Other day i tried to turn it on as normal and it stopped in the bios load screen, i said hmm odd, so i flipped my psu off and then back on thought maybe it just wigged out for whatever reason....and nothing. No beep no fan just nothing.

Now we have lots of power outages and i thought it may have shorted the psu, tore everything apart,tested psu reads all proper voltages across every pin.
Also i jumped it with everything tied to it but the main 24 pin connector and it fires everything up.

If i plug in the 24 pin connector nothing works at all. Also i read perfect voltages with nothing in the connector, if i plug it in i read nothing across any of the pins.

Wondering ifi have a bad psu or my mobo died?

Tested the voltage from my cmos battery and it reads 1.9 volts and it should be 3 volts. Is this a possible issue?

When i plug in psu to mobo i get a flashing blue indicator light that its getting power as well but nothing happens.

Pulling my hair out here and maybe just something I'm not thinking of or missing, any help is appreciated.
