What part of my PC should be upgraded 1st?

Hi!
I just got into the streaming business on Twitch. I noticed that I can't stream at 60fps in 1080p without fps drops/lag. I have to downscale a bit to make it enjoyable for viewers.

My PC:
Motherboard: AsRock x79 Extreme 4
CPU: Intel i7 3820
GPU: Palit GeForce GTX 680 2GB
Memory: 2x8GB 1600MHz Corsair Vengenace
PSU: Corsair HX 850
Coolermaster CPU cooler (don't know exactly, I'm @office)
Thermaltake Overseer PC case.

My aim is to stream almost any game in 60fps @1080p without noticing it on my gameplay FPS.
So what part should I upgrade and what to. Christmas is coming so my budget is around 650$ which is about 150.000 Hungarian Forint.

Upgrade the GPU. The CPU is pretty good even for today. PSU is solid. I will suggest that you upgrade the GPU to at least R9 390 or GTX 970, if not higher for your purpose. If you want absolutely no dips at 1080p, go for the 390x or GTX 980. That should do the trick.

Thank your for your quick reply! I was thinking about a 970 but I wasn't sure it'll be that much noticable on my FPS.
Also I'd like to buy a G-sync monitor in the future, a 144Hz version. Will a 970 be enough for a smooth experience?
