Fans turn on, no post beep or image

I built a computer a couple of months back, and have been having the following problem:

Half the time it boots up fine, no problems. The rest of the time the fans start, the motherboard lights up, but there is no post beep and no signal to the monitor. It sits like this until I turn it off. Turning it back on immediately usually yields no improvement.

Sometimes after having resat the RAM, the graphics card, or just fiddled around with the cables it boots fine. Sometimes not. I believe (hope) it to be faulty RAM sticks as when I removed both sticks and turned it on it beeped repeatedly.

The issue is extremely inconsistant, and that my computer works half of the time is really confusing me, and makes it hard to diagnose the problem. Trying one stick of RAM, or both in different slots etc sometimes fixes it but not consistently.

My concern is that when first putting it together I dropped a thin line of thermal paste across the motherboard and both ram slots. I cleaned it as best I could but I'm worried that may have damaged something. It was Cooler Master paste, which apparently is conductive.
I did that while breadboarding and it seemed to be working fine.

Any advice appreciated.
