Here's what I'm trying to do: I'm trying to hit websites blocked by my company firewall. Can I use IE11 on my company network for official business and at the same time use Firefox42 connected to my cellphone tether for entertainment?

You could try things like Tor or the Hola firefox extension.

When I was in highschool we used a program called Ultrasurf. Super lightweight program with a dumbed down version of IE. It will connect to a proxy and let you browse blocked websites. Of course it will be slower than you hotspot.

I will advice you don' t do that, for some reason your company block all the incoming info "of those sites". Better stay away doing that kind of stuff.
I wonder, your company let you bring a laptop if so, so go for it and connect your phone to your laptop. But if they blocked all the sites, is for protected all the info, from virus, stolen info, so this happen to you, they can track you very easy you were the problem using the company pc on the internet.
Better use your cell phone to navigate, if the company let you doing that.

Yes, I need some entertainment during working hours. It actually boosts productivity and helps me think. No one can work 8 hours straight without any distractions. That's just not how humans work.

IT will not open the firewall for me, or anyone else, for non-work related items.

Maybe by trying to bypass their security protocols, you could be violating their policies and opening their network to potential harm. Why don't you ask their IT folks to help you tether your work computer to firefox. You're just asking for trouble. Just use the browser on your phone and be happy you have a job. I have seen people escorted out by security for less.
