ASRock Z77 Extreme4 won't detect full 16GB of RAM

I recently purchased an 8GB kit (2x4GB) of Corsair Vengeance DDR3 1600mhz RAM. I previously had this exact same kit installed, and my system detected all 8GB of the RAM. When I try to install more than 8GB, however, the extra RAM isn't detected in my BIOS. I have tried testing all of the individual slots with every stick of RAM, and they all work properly when they are not used together at the same time. I have tried clearing my CMOS and changing the RAM voltages in my BIOS, but nothing I do will detect the full 16GB. My BIOS is also updated to the current version (2.90)

Mobo: ASRock Z77 Extreme 4
CPU: Intel i5-3570k w/ Cooler Master Hyper 212 EVO
GPU: NVIDIA MSI GTX 770
PSU Corsair 750W
Storage: 1TB Western Digital Blue + 500GB Samsung 850 EVO SSD
RAM: Corsair Vengeance DDR3 16GB (4x4GB) 1600mhz
