Extra Fan running on High at 4000+rpm

Any help would be appreciated. I just bought a pre-built PC during cyber monday. There is an LED Fan at the bottom front tower that is the one running really high and loud. Is there any way to fix this? Im a newbie to building computers so any help would be a appreciated.

If it is a 4pin pwm fan you should be able to slow it down if its a 3pin you might have to swap it to a fan header on the motherboard that is controlable.
Another way if this is not an option is a fan controller or puting an inline resister in the fan cable.

I just realized that it is the power supply fan, is there any way to fix that or it is what it is.

Depends on the power supply some of them have the ability to be slowed and some don't If its not a higher end supply its probably set.
