Good comp specs. Still lagging in every game?

Recently I installed a new motherboard and upgraded my ram. However ever since I did this every single game i play has low fps and shutters even when I'm on lower settings. My computer didn't do this before I installed my new motherboard and upgraded my ram. I've tried using razer Cortex to help, still didn't do anything. I've tried editing my performance in the nvidia control panel, still didn't do anything. I've made sure I don't have any unwanted background apps to cause lag, still ran the same even with background apps. I tried optimizing games through nvidia geforce experience, still did nothing. I honestly don't know what could be the problem. I've updated my graphics card drivers, I've installed all my motherboard drivers. I've made sure things were compatible, and they were. I made sure my ram slots were being read, and they were. But I'm still getting very low fps and shutters in every game I play. Trust me, my gpu isn't bad. Before i did any of this I could run Fallout 4, Witcher 3, and almost every game on the highest settings. Idk what it could be. Please help, thank you.

OS: Windows 10 Pro 64-bit

MOBO: Msi 970 gaming motherboard

GPU: GeForce GTX 970

Also my cpu temp is 20c when I'm not playing a game, and 30c when I am.

The memory you installed...... Is it the same clock speed at the original ram? If the clock speed of your new ram is lower then there ya go!
Ram clock speed always has to match.

I currently have the Corsair Vengeance 8x2GB DDR3 1600 MHz.

I used to have ADATA DDR3 4x2GB 1600 MHz
