faulty mobo help

sold a old pc to a mate with no harddrive, he took it to a store with a harddrive to get a os put on it and they said it was faulty cause none of the usb's worked, when i had it the usb's didnt start working till a good 30 seconds after it started to boot, is there a way to see if the mobo is faulty with only a harddrive and no os? cheers

Try a BIOS update? If none of the USB ports work until 30 seconds after it boots, it is either rather old (like 10 years old) or there is something wrong with it. You could check in the BIOS, as many of them have the option to disable things like USB controllers until the system boots in order to boot faster, but if you don't see anything like that it may be faulty.

It is normal for some USB ports to be like you described because of software used to control them,but for all of them to be that way is not normal.
