Best Intel CPU/Mobo for $400

Current System Specs:
CPU: AMD FX-8150
Motherboard: TA-990FX
16GB RAM
GPU: Nvidia GTX 760

I currently have the above system and am looking to upgrade to an intel based system as I've been told my AMD CPU is bottle necking my graphics card and is a large part of the reason I'm only able to run medium settings in games like the new Rainbow Six: Siege.

So I am looking to upgrade to an Intel CPU and of course will need to upgrade the motherboard as well. Could you guys recommend a good deal or link a combo deal for a good upgrade for $400 or under?

Do you think this will be a SMALL or SIGNIFICANT upgrade over my current FX-8150?

How much better is the i7-4790K over the I5 4690K? I'm looking at right around $425 for the Asrock Z97 extreme 4 and i7-4790K. Is that any better?

I know I said $400 and under but is it worth the extra $100 to jump to that I7?

Not worth it if you are mostly gaming, the i7 is mostly for rendering/hyper threading applications which is mostly used by higher demanding applications like CAD/Movie applications/Compress-decompress.

Alright. Looks like others have said the same thing. I think I'll go ahead and order the i5 and Z97 as you suggested. Appreciate your feedback and I'll mark the answer.
