I need help choosing a bang for buck gaming monitor. My budget is under $130. I am looking for a 21-24 inch for HD gaming. All suggestions would be greatly appreciated!
 
Likely, but we still need to know what hardware he has and to possibly show him that spending a little more money will make him a much happier gamer. Saving more $$ and making a better buying choice instead of spending $130 now and wanting to upgrade.

1080p with 144Hz monitor would be a good monitor for you - more than $130 though.
I have gaming friends that have the monitor I linked above and they are very happy with it.
The best you could do with 1 GTX 970 would be 1080p 144Hz G-Sync monitor but they are quite a bit above your budget. If you planned on SLI GTX 970, then 1440P-144HZ G-Sync would be the best. I have been looking at 1440p IPS panels lately but I'm going to hold off to see what 2016 brings to the GPU table because my single GTX 970 won't cut it.
