Computer configuration for programming: C++, VM, Visual Studio 2015

Hi folks! I've been using customer's laptop at least 3 years and i don't have neither my own pc nor laptop. I've come to conclusion of necessity my own workstation. My budget limited to 2000$ but only if it's worth of it. What sort of processor and motherboard is most suitable for this kind of activity? SSD is beyond discussion, i have one already.And I don't want to spent extra money for unnecessary power.

With your budget can head in any direction, I'd go 6700K or 4790K, good mobo Asus has their A model both in Z97 and Z170), 16-32GB of DRAM, a good GPU (970 or better on this budget). Have you given any thought or had outside input you could throw out?

Right now i'm using as my workstation laptop HP Pro Book 450 G1(i5, 8 GB RAM), with little customization 256 gb of SSD.
Despite on this, IDE freezes occasionally, especially when Grunt and Resharper are running in background.
CPU always loaded > 40 - 60 %. RAM occupied more than 80 %. It would be better it was laptop, but if he can't handle with all my environments, i don't mind to switch to desktop. I just want to work without freezes and lags. My mental health costs more.

How much growth does i7 CPU with hyper-threading gives in opposite of i5 without that technology ? ofc. in scope of programming tasks ?
