Do usb 3.0 ports work in bios before installing Windows?

I am buying a new motherboard and to install windows I have a usb, to install windows the usb stick has to be plugged into a usb 2.0 port however my keyboard and mouse will be plugged in there. My question is can I plug my keyboard and mouse into usb 3.0 or do those ports not work at all until Windows is installed. Thanks

Yes though keep in mind that if installing older OS like windows 7 there is no native support for USB3, win8.1 and win 10 have USB 3 support, so during install it might ask for drivers, or the peripherals might stop working.

Equally I've used a USB3 stick trying to install W7 on a USB3 port, and it just simply broke the installer. It loaded fine but then during the course of the install bugged out as it didn't recognize USB3, using the USB2 port for the install media on the otherhand worked fine.

Again W10 doesn't have this problem. And yes you can use any backpanel USB's you desire, doesn't have to be front ones.
it a newer mb the z9x and z170 chipsets are the newest ones out there. in the bios there two settings one for echi handoff and another to have the usb ports full on when the mb turns on, make sure both are set to on in the bios. if not some wireless mice and keyboard might not turn on so you can hit the del or funtion key to get into the bios.

I have a wired keyboard and mouse, so would I be ok just to plug these into the usb 3.0 ports on the back and plug the usb flash drive into the usb 2.0 in the back too? My case has no front panel usb 2.0
