Good spec PC won't run games at high settings

My brother built himself a gaming PC today with good components but it doesn't seem to be able to run games at high settings when theoretically it should easily be able to, the cpu is an AMD FX 6300, the gpu is a gigabyte AMD radeon R9 380 and has 8gb of ram, any help would be appreciated. He is trying to run empire total war but it won't allow him to put the settings higher than medium
