Okay, so my buddy and I have done all the things we could troubleshoot. Sadly, the motherboard doesn't have a built in speaker so we couldn't use POST to help us out (even if it could've). I helped my buddy build a PC and I've triple checked that compatibility isn't an issue. This PC is brand new and so are all the parts. After we put in all the parts and double-checked, we started it up to a blank screen and a red DRAM. So we re-seat the RAM and its still there. We remove all but one of the RAM cards and there's no red DRAM and everything seems fine except there's still no display. We remove the video card and this time we get a display of what looks like a diagnostic motherboard screen telling us temperatures, models, voltages (CPU is 1.1V), etc... We try putting in another RAM card, still boots up to that screen. Add two more, and it wont boot anymore. We remove two and put in the video card, wont boot anymore. We switch the two RAM cards with the other two, boots up again. At this point, we're not sure if we need to replace the motherboard, power supply, or video card. The video cards fans dont start up, but i believe thats because it's a newer model and it doesn't start up until the GPU is under load. We haven't checked the voltages on the power supply yet; I would just like a second opinion before we start returning and spending more money. Thanks a lot guys!

The two RAM cards that we have confirmed work still don't work with the GPU plugged in, although without the GPU plugged in we get a motherboard info screen. So even if the other two are bad, the two good ones we're working with shouldn't be the problem.
