Strange FPS drops after cleaning fans and Upgrading to SSD

Hey guys, I was wondering if you could help me solve an issue i've encountered.

I decided to switch over to an SSD for Windows as an upgrade to my system. While switching over to an SSD, i also took off all the fans from inside my computer and cleaned them, applied new thermal paste and put it all back together.
After putting it all back together, i proceeded to load Windows onto the SSD and do all of the updates that were required. I then went and updated the drivers for my GFX card, Mobo etc. I installed 3 games, League of Legends, Fallout 4 and Star Wars Battlefront.
Previous to pputting the SSD in, i could run League at 144+FPS with no issue, I could also run Fallout 4 on med-high settings with no issue. Now it seems that i can run League of Legends at any FPS cap, but it seems to drop down to anywhere from 1-35FPS while fighting, and Fallout 4 seems to be stuttering a lot.
I cant think of anything that i've done wrong,m so i was hoping you guys would be able to help me out?

Thanks for your time!

It's likely either heat, or an incorrect driver applied.

You reapplied thermal paste - are you sure you cleaned of the old stuff well? And the HSF is secure....but not overly tightened?

You said you updated your GPU driver.......to the exact same as the driver you had before?

You loaded Windows on the SSD.....i'm assuming a clean install considering you did all the driver work too.
Which version of Windows? If it's 10, there's a good chance Windows auto-updated all your drivers, and you may have provided a conflicting driver when you manually installed - Or Windows has updated your GPU to a beta driver automatically after you installed the appropriate one.

There's numerous possible scenarios that would cause this....but...

Would you be able to give me an example of something I could have reinstalled improperly that could have caused it?

I have checked the fans and they all seem to be working properly, i have taken out my GFX card and put it back in. I've tried running just 1 monitor and that didn't change anything, I've tried closing everything in the background and the issue still exists.. I'm running out of ideas.

Absolute worst-case it could be a defective SSD, but I would expect more issues than FPS drops. Running a health check on the SSD wouldn't hurt though, just to be sure.
