Performance difference between a plug n play gpu and one that has psu connection

I was just wondering if there is any sort of performance difference between a gpu that is powered solely by the PCIe slot and one that is also connected to the psu?
I'm trying to decide between these but also trying to save money.

The big difference is that cards without auxiliary power connectors are limited to 75 W. So the Asus will draw more power, but in exchange, you get a higher clock and better cooling. Whether that's worth it is up yo you. The OC may help you with games, but if you have a poor power supply, the 75 W version may be a better choice.

The chip in both cards is the same, so the features supported should be the same, for the most part. Usually the only difference is in output options. As for DX 12 support, no card currently available fully supports DX 12. Maxwell generations 1 and 2 and GCN support DX 12,-- as does the Skylake IGPU. But they support it at different feature levels. If DX 12 is a major concern, you may want to consider a 950 or wait until the 2016 releases, which should have more features and be more powerful overall.
