AMD Radeon R9 270X - striped screen crash but not under load

I've read dozens of threads about striped screen crashes, but the circumstances around mine just don't match the others so I'm more than a bit confused.

The screen I get is the same as in all the other threads, for example this chap's thread:
http://www.tomshardware.co.uk/forum/275518-33-getting-c...

However, I get it when my system is idling or doing something very low demand and never, and I literally mean never when there is demand on the GPU or CPU. I've played World of Warcraft on Ultra settings for hours on end, EVE Online for ages, Space Marine etc and I never get so much as a blink on the screen. When I'm maybe just bimbling around in Minecraft or just reading articles on the internet (Firefox) with half a dozen tabs open it'll crash.

Nothing is responsive when it happens and for about thirty seconds or so you can still hear the background sounds going on (for example if I was watching a YouTube video) but after that it stops completely and the only way to get back is a hard restart of the system.

I'm on Windows 10 but it's happened for months on Windows 7, like I said though, demanding applications don't make a bit of difference (if anything it's like they stop it happening). My GPU gets quite hot while Warcrafting too, so I don't get it. Anyone have any ideas? I can't see it being power, GPU or RAM as they've all been stress tested and came out fine, plus as I'd said it seems to happen when less demanding tasks are happening or even when idling.

My system details are below:

Power supply by the way is a Corsair Builder Series CXM 600W

What voltage range should the card be running at most of the time? I can't find this information anywhere on the MSI website
