Failing HDD and SSD Question

Is it possible for the HDD that has Windows installed on it to be causing hickups in games that are installed on a separate SSD?

The source, is it saying that games should be installed on the SSD or that both Windows AND the games should be installed to see any sort of performance increase?
 
My take is that if you have a ssd, that is where windows should be installed. Games are not slowed down much by being installed on a hard drive.

If the contents of your windows "C" hard drive will fit on a ssd, you can clone it to the new ssd. Samsung has a very good migration utility for their drives.
