Computer powers up but won't boot

I have a troubleshooting issue with my computer, It regularly double boots and often doesn't boot at all unless I hard reset the computer multiple times. I use the lights on my case to tell whether the computer will successfully boot or not. If only the top light next to the power button turns on then I know the computer will successfully boot and if both turn on then it won't.
I've tried switching the RAM, hard drives and graphics card and none of these switches have had any affect.
Case: Antec 300 ultimate gaming case
CPU: Intel Core i5 760 2.80GHz @ 3.80GHz Quad Core DDR3
Motherboard: Gigabyte GA-P55-USB3
Power Supply: OCZ StealthXstream 2 600W PSU
GPU: 1GB MSI HD 6870 OC Hawk with TwinFrozer III
CPU Cooler: Corsair Hydro H60 CPU water cooler
Ram: Kingston Technology HyperX Blu 2 GB 1333 (PC3 10666) 240-Pin DDR3 SDRAM x2
SSD: sandisk ultra plus 256gb
second hard drive: WD Caviar Blue 500GB SATAIII 6Gb/s 16MB Cache 3.5 inch Internal Hard Drive OEM

Any help would be appreciated

This has been an ongoing issue for a while now, the mother board lights up and the fans run but it doesn't boot to bios. I just tried taking the GPU out and using one stick of ram, i did get the single light as described in my original post but i can't connect to a monitor due to the lack of a HDMI Port that was suplied by the GPU

 
replace the BIOS battery

motherboard and/or power supply could be end of life

try unplugging the ssd, the ultra series is very fragile and could be a problem too
update the firmware with the sandisk tool

update BIOS inside BIOS to version 10g

8Pin ATX_12V power is connected to the motherboard and not just one 4Pin?
