[SOLVED] Resetting NVRAM (El Capitan)

I know this forum is really for Windows PCs, but the Apple forums are always so dead.

So if anyone knows, how do you reset the NVRAM on El Capitan. I do the Command, option, P + R procedure at boot, but all it does is make the 'you can't enter text here' noise while it stops the loading bar and then continues to boot normally. On the Apple site it says it should restart

Also, why can't I add my Live account into mail. It says account already exists even though I deleted it or it says unable to verify
