2 beeps on start

So I bought new graphic card recently its a MSI GTX 960 2gb. It hasn`t worked as expected since beginning first it was performance issues then I`ve started having problems while swithing the machine on.
What happens is, when I switch the PC for the first time in a day I get two beeps of BIOS which apparently means Memory Parity Error.
After the error PC continues to boot up but Graphic card becomes slower than it should. In games where I usually get 90 fps I am getting 15-20 fps.
To fix it I have to restart a PC. When I do the restart error (2 beeps) doesn`t appear. PC boots up and graphic card works fine.

I `ve already researched the problem and done:

Reseated and cleaned RAM.
Reseated GPU
Done memory test with WIndows Diagnostic Tool - No error
Reset CMOS
Uninstalled graphic card drivers including Geforce Experience
Uninstalled MSI Gaming app and afterburner
Checked my Temperatures - 31 degrees Idle, below 50 degrees while gaming

Help please!

BTW my PSU is VS 450 is it too small?
 
Solution
make sure the mb has the newest bios file to see if it a bios bug. if it a ram beep try one dimm at a time see if the beep shows up with one dimm.
