Upgraded GPU, decreased FPS?

Recently upgraded my GPU from a Gigabyte r9 270 oc 2gb to a MSI R9 390 and unfortunately experiencing FPS lag, screen tear (V-Sync is off) and very minimal FPS increases in other games. I will attach my specs below would appreciate ANY help because i feel like sending it back :(

I'd appreciate it if anyone could tell me which diagnostics to run to determine the issue, my immediate thoughts are it is my CPU or my PSU? I don't want to upgrade something just on a whim and be incorrect.
 
Also, buying a beefier GPU won't fix screen tearing. It will likely make it worse as the new GPU attempts to fill your screen with even more frames using the same static refresh rate of your monitor.

You could enable V-Sync and live with a little bit of input lag or... buy an adaptive sync monitor(Free Sync) to pair with your R9 390 to eliminate the tearing or get a higher static refresh rate monitor 90Hz+ to capture and display those extra frames properly before discarding them in mid-frame(cause of tearing).

Thanks for all the replies, in reply to skit75 im using a 144hz Benq monitor at the moment, could it really be that the PSU isn't supplying enough power? How would that directly affect my FPS if there's not enough power supplied to the GPU? Sorry that im bad with this stuff D:
 
I would guess that the PSU is not the cause of the problem, right now. The issue was happening with the other GPU also, right?. You might want to install a hardware monitor and get some temps but, it really sounds like a driver issue to me. A hardware monitor at least will let you know the temp and how much load is on each component. Maybe try to get it working in Windows 8.1 before going to 10 also just as a sanity check. You have a few moving parts at this point and need to drill down to the root of the issue.

This is true, the FPS gains from upgrading to this card are very minor around 5-10 frames but it actually gets worse than the old when the card it's under load, it begins to stutter and tear. HWMonitor shows all of my cores to be at max 20-25% load when gaming and reaching 67c when stress tested and it shows the GPU during a benchmark to be at 1-50% utilisation (Not sure if this is relevant). In a benchmark (the one that is installed with the GPU from the disc) it will hit the frames i'm looking to achieve from the upgrade in cards but in some games it won't reach my older cards performance or achieves margionally over it in terms of fps.
 
Insufficient power would not cause lag or tearing; it would cause crashes or shutdowns.
Windows likes to install its own drivers, so it may still be worth clearing out old video drivers and re-installing them from a fresh download, in case you were hosed by a Windows update.
With a fresh install of Windows, don't forget you also need to re-install your chipset and other motherboard drivers for best performance.

Dear Justin,

I see u did clean and install new drivers, I m pretty sure its your psu.
Try from a friend to put something stronger and see what happends.
I had a Thermaltake gold 850w and had similar issue, low fps, and after some time the computer would restart with no error.
Anyway I swaped a psu and now its running flawlessly.
Psu can couse various problems if its not strong enough.
