Home built pc stuck on mobo splash screen

I have built a pc and just installed windows 10. When I try to boot it up (even going to the boot menu) the screen goes black then back to the splash screen while the windows icon is spinning around. I suspect it is a bad motherboard but I'm still new so I wanted a second opinion

unplug the hard drive and see if you can get into BOIS I would suspect windows 10 if it happened right when you updated.

I can boot into the click bios and the shell. The only problem is when I want to boot to windows. I've checked the ram and the hardrive now and all my connections. So is the motherboard dead?
