Okay so about a month ago I deleted a file to get my CD Drive working and the file was called upper filter or so and now neither of my mouse or keyboard isn't working and I really need my computer like now Can someone help me

Running Windows xp on what kind of computer? If i can have the model of the pc/laptop i can try search for an answer to your cd rom problem.

Try returning Winxp to last known good config in the F8 menu, it should bring your mouse/keyboard back.

Does your keyboard still work during boot? Can you access Windows advanced options menu by pressing F8?

When you turn the computer on, keep hitting F8 to get this window

Choose the highlighted option

If it works, your mouse/keyboard should come back but your CD drive will probably not.

Is this a laptop or PC? give make/model please.
