Intel G3220 vs AMD X3 440

Hello Guys,
i wanna ask something, i already have my pc.
this my specs :
- Intel G3220
- H81M-R4 VG.2.0
- 8GB Ram
- Windows 7 Ultimate 64Bit
- 1TB WD Black ( C: and D: )
- 1TB Seagate ( Movies Only and almost 95% Usage )
and this a another specs ( On Internet Cafe )
- AMD X3 440
- IC780M-A2
- 2GB Ram
- Windows 7 Ultimate 32Bit
- Using Hard Drive on Server ( i don't know the specific )
So, my question is which one better ?
i see benchmark on another forum, the winner is Intel G3220, but the problem is my pc running so slowly, ( See my another thread )
i have already Clean a dust from my pc, change a thermal paste on CPU and on GPU ( GTX 750Ti ), but my pc still slowly,
an example i test is I'm try to Stream on Twitch and the FPS Looks on My PC Intel G3220 is average 20 max 30.5 and min 10, but when i trying Stream Twitch on AMD X3 440 is Average 25+ max 30.5 and min 15,
which one when my intel G3220 Load Mozilla the CPU Usage spike up to 70% and when streaming Youtube Spike to 80% and down into 30 - 40%, and when AMD X3 440 Load Mozilla the CPU Usage standart still 30 - 40% and when Browsing the CPU Usage is 1 - 7%, and when Streaming on Youtube still 10 - 15%.
Please Someone, can help me ?
how would i try ? should i Format all C: and D: on my Hard Drive ? and then Re-Installing my Windows ? i already try to Using CCleaner, Malware Bytes, Update Windows, Update my Driver, sfc/scannow, chkdsk /r /f, the result still same. :(

Hope Everybody here can help me, get back my pc like before / new :(
 
It will be stupid to get the AMD CPU. The PC overall is awful.

Stick with your PC and maybe upgrade to an i3 or an i5 (depends on your budget). i3 will do fine. Weaker dual cores don't cut it anymore.

It actually looks like it's your HDD. Try a fresh install of Windows (save all your files before doing so) if you haven't reinstalled Windows for more than a year.

What do you mean by slow? It may simply be the slow internet speeds. Websites these days, man.

is i3 4130 enough ?
i think i want to upgrade into i5 4460.
but, my budget very not supportive to upgrade now :( maybe next year i can upgrade my pc :( LOL

My HDD Running Smoothly

Maybe on my Seagate 1TB Hard Drive already damaged, but it still running smoth

I Recently Re-Installing my windows maybe about a couple months ago.
From My Internet Connection ? i think nope because my connection is same with my internet cafe it is 10Mbps,
so, why when i am streaming on twitch, the fps is show different ? on my pc is about 10 - 28.5 and on internet cafe about 17 - 30.5.

Yeah, i just asking which machine is better, but in my opinion G3220 is Better, but, why on my case X4 440 Better than G3220...
So, What's the problem ?
i don't know :(

I think AMD is Good for Medium / Low Price Gaming Build, because Multithread and multitasking from AMD is better than Intel Dual Core.
But, AMD and Intel have each excess right ?
and in my cases is if i am change motherboards and procie on same time, i don't have budget enough lol
on my plan i am wanna to change the procie into I5 4460, i think it's enough to me, because i am didn't use application for rendering / editing tools.
only maybe browsing like mozilla and bluestack or some game with playing youtube.
but, now i don't have budget yet, so i want to fix this first...
i don't know how what to do again to my pc, all way already i tried but the result still same.
i want bring back my pc like before i re-installing windows :(

This is a Task Manager On Bluestack, and Mozilla With 2 Tabs running :).
and sometimes the cpu usage spikes up into 99%
