AMD R9 390 GPU Core Clock Won't Increase Playing Particular game! League of Legends

Hey guys -

So I have Sapphire R9 390, running it with i7 4970K. Non of them are OC yet.

So just yesterday, I was able to run my League of Legends (LoL) with Full spec att 144 FPS no problem. I can also run BF4 Ultra setting at > 70 FPS on large maps too!!!

But all the sudden, I tried playing LoL but my Core and Mem Clock will not go up! Resulting in 60 FPS (it doesn't go down). I made sure to have my FPS cap 144 fps. GPU works fine with BF4 and Kombustor, but just playing LoL it won't load! Its really annoying.

Anyone know the answer to this? PS: I tried re-starting my computer.

OMG Yes!!!! Within the game, it looks like I did press "enable vertical sync" !!! Awesome thanks guys! With that being said, it raised another question. Does it mean that my monitor is only giving 60hz??? I have BenQ XL2730z, that has 144hz. I was just curious.
 
vsync "should" enable whatever your monitor refresh rate is. that would be horrible if LoL settings automatically think everybody uses 60hz monitors and caps you to 60fps. that said, you should be able to "see" the difference between 60fps and 144fps. your 390 should easily give you 120fps+ all the time in LoL. for simplicity though, just turn off vsync. though if you dont see a difference you can save on some heat/power usage and let your gpu throttle itself down. though you should get a tiny bit less mouse/keyboard input lag with vsync off. come to think of it, isn't there a LoL graphical setting to enable the fps counter?
