Can I replace my old CM 212 EVO fan with any 120mm fan?

Will my fan controller work with other fans like it did for the one that recently broke in my 212 EVO? I'm looking at fans, and most of them seem to run at only one RPM. Are they able to operate at lower RPMs, or must I use a fan that clearly states it has an RPM range such as this http://www.coolermaster.com/cooling/case-fan/blade-master-120/

You can replace it with any fitting 4 pin PWM case fan http://pcpartpicker.com/parts/case-fan/#p=1&s=120&sort=a9&page=1

The RPM range should be similar to the original fan's specification or faster, otherwise it may not provide sufficient cooling. The fan also needs to be a static pressure fan, not a high airflow one.
