Small form graphics cards

Hello everyone! I need help with a unique situation. I have a friend who is in need of a graphics card that will fit inside the prebuilt hp slim he owns. He's looking for a graphics card that will no longer bottleneck him in some low powered game titles. I think hes most demanding game was Rust which shouldn't be that hard but something a little stronger would be nice.

His processor is an Intel Pentium G2020 at 2.9 Ghz so were looking for a graphics card that will match its performance power for gaming,

Limitation 1:the graphics card can only be 8 inches long and only 3 inches from motherboard to case. It has a decent range for width so that is not a concern.

Limitation 2: It only has a 210W Power supply! So in this case we need a verification that the new card could run with that limited power or a new power supply. If this is the case it can be about 9 inches long, 2 inches in width(top of mobo is 2 inches above the bottom of the case where this would fit) and about the save 3 inches from back panel to front panel.

I could really use some help with these choices! Thanks in advance for any help!

...because I am successfully running it on my Dell Optiplex 790 SFF with its tiny 240W PSU. If he needs the card to be single slot, then this is another choice: http://www.newegg.com/Product/Product.aspx?Item=N82E16814127836&cm_re=msi_gtx_750_ti-_-14-127-836-_-Product But the 210W PSU he has may just be below the threshold for the card. I'd need to see the nameplate specs of the PSU to know for sure.

Otherwise, he'll be limited to one of the GT 730 cards as the best he can use...

This was so incredibly helpful I spent 5 hours last night looking for graphics cards and even talked with one of neweggs "Experts" he told me he knew of no cards that would fit the specification and tried to sell me a larger case.

Still not enough information, I'm afraid. The card choice is all based on the +12V rail of the PSU. Its current carrying capacity in amps and the total watts that rail alone can handle.
And I don't understand what you mean by "This site has the specs of the power supply on it but not the model". That isn't his HP slimline? You said it had a 210W PSU, that site says it has a 220W PSU.
Open the PC and take a pic of the nameplate on the PSU. Otherwise, just go for one of the GT 730 cards.
