Low Voltage Overclocking

Hi first post, so i recently bought myself a intel core i5 4690k. Btw i came from a pentium g3258 which was overclocked to 4.2ghz at 1.260 volts. When i got the i5 i oced it to 4ghz but the deafualt v core for that i5 before i overclocked was 1.030 which i think is incredibly low and weird. I got 4.2 ghz with 1.040v running stable with fine temps. Why is my v core so loq and is it safe?
 
Solution
Run LinX for 50 runs max memory. Here's a link - http://linx.en.lo4d.com/
run the latest version of prime95 for 2 hours aswell. Then you'll know you're relatively stable. If you don't crash your vcore is fine.
