Cloning Software that can transfer the OS and selected programs (nothing else).

I am looking for cloning software that can transfer my operating system plus only selected programs and nothing else. I want to avoid transferring the accumulated "garbage" from the old drive. Then once the new drive is up and running, I plan to upgrade the Win 7 Pro 64 to Windows 10 Pro. Then I plan to eventually reformat the old SSD to rid my system of the accumulated junk plus any malware.

I am installing a new Samsung Evo 250GB SSD. My original intention was to do a fresh install of Windows 7 Pro 64 bit and then reinstall my programs. But that would be a little tedious. So I'm wondering if there is some quality cloning software that is cheap or free that can do this in one step?

If it is going to be expensive, I will just do it manually.

No.
There is no this, but not that, when talking about applications.

Suggestion? Get your current used space to significantly below the new SSD size.
For a 250GB dive, below 200GB.

You can't pick and choose applications.
Steam games can be moved elsewhere during the process. Copy your SteamApps folder to elsewhere.
Music/Video/Doc/downloads....move those to a different drive.

Discover exactly what is using all your space. You might be surprised at what you can get rid of without losing anything.
WinDirStat can help with this.

I am moving my operating system and programs from a 128 GB SSD to a 250GB SSD. .

I thought I would ask if there was an easier way than doing it manually.

Going from a smaller to a larger drive...

If desired, look through and clean out any gunk.
Then clone from old to new

Or...
Just clone from old to ne, THEN clean out the gunk.

Your current 120GB drive is obviously not taking up enough space to overwhelm a 250GB drive.
I did exactly this not long ago.

120GB Kingston to 250GB Samsung. Just take the whole thing.

But in answer to your question...no, you can't pick and choose which applications get migrated over. All or nothing.

What application can do this easily? Macrium Reflect, Casper, Samsung Data Migration (if you are going to a Samsung drive).
