I've noticed that on my past few PCs FPS drops what could be the issue?

and recently I built myself a brand new PC with not much on it but the basics...

Back when I had a Dell XPS 420 I noticed in the Sims 3 that every once in a while the game would freeze but sounds and such wold continue then the video would jump a bit to catch up, well on my built PC using Minecraft I noticed something similar. What could be the issue?

It could be overheating/throttling, or maybe the psu is bad if you reused the one from the dell? Maybe the house gets bad power, are you powered through a surge protector? there are a lot of reasons what you describe might happen..

you really think it's a power thing huh? I doubt it, over heating is not an issue, it idles at 24°c and under hard load doesn't go over 43°c. no, no reused parts other than the HDD, DVD-RW drives and a few fans. yes, surge protected. Even overclocking and getting to 47°c I get the lag... I thought originally that it was the GPU but I bought the 750Ti and it still happened... The CPU has no spikes that I can tell, just upped the ram to 16GB so it's not that, and the GPU should handle what I'm doing, I see people getting over 300fps so theoretically it's not that... though... I'm no OC guru...
