My i7-4790k is bottlenecking my system and I dont know why

So I have been fighting framerate drops and poor performance for quite some time. I upgraded my card to a Titan X, have 32 gig of ram, a MSI ATX DDR3 2600 LGA 1150 Motherboards Z97-G45 GAMINg motherboard, and upgraded to a i7-4790k @4.0 Ghz. Still having the same issues.

So I used the performance monitor while playing Assassins Creed Syndicate and lo and behold....it was at 100 the entire time.

I don't understand. Is my processor faulty? Is there something else I need to do? This processor should not be having this sort of trouble

When you play the game can you look in Task manager and see if its the game thats using 100% usage? Very unusual, you should be getting 30-40% usage in that game.

So I just played the game a bit more and then paused and sure enough the cpu was hitting 100 percent quite a few times, and once the game was paused and I was alt tabbed out it jumped to 100 and has stayed there

It wont let me add it to a private message either. I must be doing something wrong. I am hitting the Win key plus print screen, and it is saving them to my screenshots folder as a png. but everytime I try to copy/paste nothing happens

Ok, sorry I am at work right now but I will do so tonight when I get home. Yes the usage dropped when I took the screenshots because I alt tabbed out of the game. However when I used performance monitor and recorded the data while I was playing, and then went back and looked at the log it showed it at 100 percent the entire time

I bought my processor brand new on amazon, so you wouldn't think itt'd be faulty. I thought I used the right amount of thermal paste as well, but if I didn't could that be causing issues?

So I was really reading things wrong because you are right. It isnt the cpu as far as I can tell. I was reading the blue line instead of the green bar. I have tested it with a few games and it never gets much above 40% or so, so the cpu isn't the bottleneck.

In fact, after playing, pausing, and looking back and forth at the different monitors the only thing that seems to be maxing out consistently is the hard disk. I am really starting to wonder if my hard drive is the problem.

I have an SSD for my main operating system, and a second one for a few select games, but the rest, as well as steam are all on a 3rd, regular hard drive. I also have a 4th 5tb hard drive I use for movies mainly, but there are no games on it.

Could the hard drive just not be fast enough? I also thought that maybe I just didnt have enough power to run everything but I went ahead and bought a 1200w EVGA power supply so I didn't think power would be an issue

Possibly could be the hard drive, but before get into that can you post your temps?
