New Build Stuck on Boot Loop (After Restart)

MOBO - GIGABYTE X99-SLI (NEW)
CPU - Intel i7 5820K (NEW)
GPU - Nvidia GForce 750Ti
RAM - Corsair 2400Mhz (4x8GB) (NEW)
CASE - NZXT Phantom 410 (NEW)
PSU - EVGA 1000W Gold (NEW)
HDD - Samsung 600GB
SSD - Samsung 250GB x2 (NEW)

I have built a new system using the above components and it is my first time building a pc. As soon as I was done I tested it out and it booted and loaded windows normally. I turned it off by holding the power switch as I had not connected a mouse and keyboard yet. I opened the system up and did some cable management, then connected all peripherals including internet and booted it up again. Everything loaded properly. Checked in device manager - 32gb ram/ cpu functioning properly and all drives found and recognized.

At this point I inserted a usb with the windows 10 media tool to boot from and format the drives with and restarted through windows. However while restarting windows showed an error with weird codes. I pressed (ok) as it was the only option and the system proceeded with the restart. At this point the system shut down and kept rebooting in an endless loop. No POST, no display.

Tried removing components, clearing CMOS and various other things. I ran out of ideas. What could be causing this? Thanks

Yes is it. I even tried booting with just one RAM stick and tried four times, one for each stick. no luck.

I don't get to either mobo display or windows welcome screen. It doesn't boot. Just 14 seconds of fans spinning and then reboot.

Also Update: I removed everything and checked cpu pins and everthing seems fine. No thermal paste is spilling into cpu connection, re-seated motherboard into case. Everything seems to be perfectly fine.

Got the same problem... any solution? I really unplugged anything (even the fans) except : CPU, Mobo, CPU fan. Still bootloop.
And yes, i followed the post about troubleshooting list.

Is the 8 pin power cable connected to the motherboard?
If yes, then I suggest taking the board outside the case, removing the CPU and CPU cooler, checking the CPU socket and, if no bent pins, reinstalling the CPU, cooler, and testing the board still outside the case, both 24 and 8 pin power cables connected. No other wires or components.

I tried everything again, but adding inly one Memory ram in each slot. It appears that everything is fine with only one Memory RAM... maybe a bios errata that is not giving enough volt to the RAMs... still investiguing. Thanks for your answer.

Hi I'm afraid I have bad news.
In my case I contacted the seller and returned the MOBO. Turns out it was Dead. I got a replacement and everything worked flawlessly immediately. If the MOBO is new I suggest you do the same. Good luck!
