PC not booting

I had a problem with my pc it would start then turned off so i replaced the thermal paste.After that it worked , i tried reinstalling windows , it installed and then it had to restart , when it restarts it freezes on the splash screen the one with ASUS , press del to entro bios and i can't do anything.
First we checked how hot the cpu was , it was 60C in BIOS. When i applied the thermal paste we did spread it with a paper towel.

Things i tried so far:
-Reset CMOS
-Change RAM

I will replace the thermal paste later, should i make a cross and just pot the cooler on it?

Clean out your thermal paste with tissue first and then use fiber cloth or your shirt to clean it. And then add a pea size paste on the middle of the cpu and put your heatsink on without spreading the paste on your own.
