Graphics Card Changed: Computer Not Booting - Please Help

Hi there

I will greatly appreciate any help on this.

After changing my graphics card the computer is not able to start and has no power, in that when I press the power button there is no starting of any components and does not boot.

The computer worked before attempting to change the card, although there were some power issues (maybe loose cable) - where when stressed used at maximal capacity such as when gaming the computer may cut off unexpectedly. There were also buzzing noises coming from the computer, but I put this down to something against a fan (due to my terrible cable management, being a first build).

The graphics card initially was the 'Sapphire Radeon R7 250 2GB DDR3' and this has been replaced with a Gigabyte GeForce GTX 970.

PC specifications are as below:

Corsair CMZ8GX3M2A1600C9 Vengeance 8GB (2x4GB) DDR3 1600 Mhz CL9 XMP
Gigabyte 990FXA-UD3 SKT-AM3+ Motherboard
Corsair Builder Series CXM 600W Modular 80 PLUS Bronze Certified ATX/EPS PSU
AMD FX8350 Black Edition 8 Core Processor (4.0/4.2GHz, 8MB Level 3 Cache, 8MB Level 2 Cache, Socket AM3+, 125W)

Solution
Problem resolved. Took advice from here and increased wattage PSU from 600 to 850. Also made sure all the front case button connectors were on the motherboard correctly. Thanks all

The power supply worked with the last card which I have since approximately May.
I bought one of those power supply testers ("LCD power supply tester"), and though I don't really know how to use it, there seems to be power output to it when connected to power supply (with what I think is like the main power connector - big wide one only).

No BIOS at all - no activation or response when on button pressed.
I didn't remove drivers before installing the new graphics card. Though if the case I would still get BIOS (start up processes).

Are there any circumstances where this would occur? (no response from PC at all when on button pressed).

I don't have a car so to take my PC to someone house would be difficult, and I couldn't ask someone to come to me with a PSU (I don't know anyone with a spare).

I know what you mean.

Would it not be a fair assumption that it works, though? I mean, nothing should have changed and it was seeminly working before.

My tool suggested that (at least some) power was going to it (though not 100% sure how to utilise this properly to give proper reading unfortunately!).

Should I see if it works without the GPU? I'm not sure how to connect to motherboard via dvi.
I am a little cautious, as I am a beginner and worried about damaging components - particularly the new GPU.

thats an easy setup ..do not worries about that
remove the screws holding the gpu on the pc case and pull it to extract from the pci-e slot , check if a plastic tab holding the card on pcie is open to permit the removal
do not force anything if you can not remove it ..its because something hold it

anyway you have to disconnect the dvi plug from it to remove the gpu ...so after the gpu is remove just connect on a dvi connector at the back side of the pc case (motherboard)

Update: Have tried turning on the PC both with the old graphics card and without one at all, and there was no response from the computer.

What next steps would you suggest?
