Very low fps on Midrange PC

I recently upgraded my old 7950 to a new R9 390 nitro but in some games performance is horrible.
In Payday 2 the framerate is sometimes always locked at 60 fps, but sometimes drops into the twenties. Looking at afterburner shows me that the GPU usage was at only 30% with a clock speed of only 500-600 mhz and low cpu usage
The Rust alpha also has issues when running at the medium graphics setting with inconsistent drops.
On the other hand Battlefield 4 keeps very high frame rates, with 98% utilization at 1010 mhz

The rest of my specs are:
Ultra HS750 psu
i5- 4670 (non-k)
16gb of 1866mhz g skill sniper memory
R9 390 Nitro (crimson driver)
7200 rpm 2tb 1.5 tb hard drive

I suspect the power supply of not giving you the power needed to power that R9 390. Although the 750w power supply is supposed to be enough to run that R9 390, I am not sure if it actually delivers the desired power. It is something to look at.

Did you test the R9 390 before Crimson drivers were out? Was the performance good?
