Need help on figuring which parts to get to build a gaming PC.

Hi, I want your help. I want to build a PC under $700 and it has to run Cities Skylines, Euro Truck Simulator 2, and those kind of games. But i want cities Skylines to run maxed out. GTA V and Fallout 4 dont have to be maxed out or have to run on high. I want all the games to run 1080p and around 40-60fps. Also if possible, I want to order the parts from Newegg and Amazon because they have free shipping. Please help me out. I also prefer ATX. Thanks in advance.
