Motherboard cooling thoughts?

I'm building my dad a new computer for christmas using an AMD A8 7600 and a Gigabyte A68H motherboard. The board doesn't have any heatsinks on the VRMs or MOSFETS so I was curious if I could use a Hyper 212 so he never hears the CPU or use a low-profile cooler to blow air on the other parts as well, since the case only has two fans at the moment, one at the front towards the bottom, the other at the rear towards the top.

I already have the 212, so no. I was mainly asking do I need a cooler that blows down onto the motherboard or if I can use the 212 that I already have instead. Stock coolers are garbage.
