Nvidia Control panel game optimization

OK, so after doing some research around online, I've found out that Nvidia actually makes it so that you can control settings from their NVIDIA control panel. I have a GTX 970, and I've been noticing very poor performance in certain games, especially older ones like TF2, and CS:GO, and I don't know why. The card stays very cool no matter what, and is silent. I tried switching the 3D settings to performance but all that did was disable anti aliasing, and I still got poor frames in TF2, dipping to 40!! Also, I think it was FXAA, is now gone from my AA menu in tf2, and with my old 570 and 590 it was there. I haven't tried putting either of them back in but I don't think it would make much of a difference. I just want my games to run smooth, and not dip below 100fps like they did on my 5 year old cards. Is there a way to make these completely application controlled, and disable any sort of economy mode enabled by the card or software? Any help would be appreciated.

Under 3D Settings, there is a Global Settings tab and a game specific tab. You can use the drop down to select the game you want to optimise and those settings will only affect that game.
