Only 60 fps on old games with a GTX 970?

I recently upgraded to a GTX 970 for my graphics cards but am capping at around 60 fps in every game, including old ones like star wars empire at war. I was wondering what caused this and if I can fix it, or if it's just some maximum. Update : It turns out I was being a massive idiot and had the vsync on for that game, I assumed it was off because I was away, and another game was having similar problems (That game was an alpha so it may have something to do with that.) I now am getting over 200 fps in the game, after disabling vsync and uninstalling GeForce experience as it had a process which was taking up to %36 of my CPU.

Memory(RAM) : 16 GB (2 x 8GB DDR3-1600MHz)
Operating System(OS) : Windows 10 Pro (64-Bit)
Storage : 480GB + 250GB SSD + 1TB HHD

Your processor is the problem. It's bottle-necking your GPU.

Check your cpu usage while gaming, but i do suspect that that processor is choking your performance a great deal

It would have locked the fps at 60 if you had it on. If it is off maybe a CPU bottleneck like other people suggest.

Oh! The game I was playing had me select my res and hz, I went with the correct res and highest he which was 60, could that have locked it? My dad who had 60hz selected with a worse graphics card was getting higher fps though.

I'll check my usage when I get home, if it is bottleneck ing what upgrades would you suggest? Would overclocking with a stock cooler make a big enough difference? If I do need to upgrade what options would you suggest, just a new fm2 + processor or a new motherboard and processor, if so should I go Intel?

For best gaming experience the Intel I5 is the choice today. AMD doesn ot make any great gaming CPU's today and their current offerings struggle to keep up with high power GPU's.

Just sounds like Vsync to me if its old games. Check Vsync in both game and nvidia control panel.
