I recently upgraded to a GTX 970 for my graphics cards but am capping at around 60 fps in every game, including old ones like star wars empire at war. I was wondering what caused this and if I can fix it, or if it's just some maximum. Update : It turns out I was being a massive idiot and had the vsync on for that game, I assumed it was off because I was away, and another game was having similar problems (That game was an alpha so it may have something to do with that.) I now am getting over 200 fps in the game, after disabling vsync and uninstalling GeForce experience as it had a process which was taking up to %36 of my CPU.
