GTA V Poor performance(on a capable computer and possible motherboard issues)

I have been trying to play GTA V for months on my tower. I get terrible framerates despite having good specs:


  • -i5-4690k (no OC with a CM 212 Air Cooler)
    -AMD R9 390 Nitro
    -2X Crucial 4GB 240-Pin DDR3 SDRAM1600 (PC3 12800) CT51264BA160B*
    -Crucial M500 CT240M500SSD1 (the game is installed on this drive, I have multiple other HDD's . installed but I won't list them for the sake of time)
    -Rosewill Hive 770
    -Asus Z97-A Motherboard*

I have tried the following:

  • -Lowered all settings
    -Tried running the game at 800x600
    -Turned off everything I can think of
    -Set the CPU priority to max
    -Made sure the SSD has ample space left
    -The CPU isn't overheating
    -Closed out of all programs

I cant think of anything else to try. At this point I think the issue is a bad motherboard. I have had similar issues in FO4 and Dirt Rally. I am not sure though how to diagnose a bad motherboard, as the only other issues I have had with it is that I cannot get video out to work with the motherboard. Another less likely issue could be the RAM, it seems to be a good bit slower with a CAS latency of 11, compared to what seems to be the normal 9. I'm not convinced that is the issue. Any help would be greatly appreciated. I would really like to save the money and not buy a new motherboard.

I honestly haven't taken measurements yet, pretty stupid of me. But they are sub 30 with hard drops every few seconds. At times textures don't load correctly or at all(this is intermittent).

1. AMD R9 270x Toxic. the 390 is doing alot better but its still pretty bad.

2. Windows 8.1, I had dual booted 10 with similar results.

3. Its probably been 3 months since I ran a 'refresh', I haven't completely resinstalled the OS in probably 6 months

4. Not sure, I haven't updated the bios ever.

The most recent system stability update was Nov. 18, 2015, so if your BIOS with a new GPU series has anything older, it may just be as simple as this:
