Hey guys, should I return my "new" 4690k? Fan looks used + bizarre behavior under load.

I ordered a new 4690k from Amazon. There are two problems with it:

1. The stock fan looks used. The thermal paste is stock, so it would have to be refurbished by a professional if it were used. But I have a new G3258 fan to compare it to, and it's pretty blatant.

2. It overheats at stock speeds. Was hitting 78-81 at max. FFmpeg was stalling, which is something I hadn't seen before. The usage would drop from 100% to 9%, and I had to press "Ctrl +" to refresh the command prompt. FFmpeg would continue, it would jump to 100% again, then repeat a minute later.

I know I shouldn't expect much from a stock heatsink. But throttling(?) at stock speeds seems like a bad sign. I'm getting a NH-D15 on Monday, so I can really test it then, but is this enough reason to just replace it?

Also I'm not sure if this matters, but I'm getting 75fps with crossfire 290s in Dota 2 on max settings @ 1440p. My monitor is 110Hz so I was hoping for 100+. I'm pretty sure it's my CPU bottlenecking here, would a 4.5ghz 4690k get me to 100+ or do I need a 4790k?

Many people have done self testing on their pc's using crossfire and they've reported no difference in dota 2 with or without crossfire enabled. Seems that game doesn't make use of crossfire. If that's the case you're powering a 1440p display with a single 290. Some of these are reports from people with overclocked i7's so the ht isn't solving the issue either of dropping below 100fps at 1440p.

You also may want to try playing with the various graphics settings. Using a 3rd gen i5 at stock with an hd 7750 this site was able to improve fps from 65 to 82fps without reducing visual quality. They found that shadows from highest to lowest quality had a 23fps impact and additive light pass had an 18fps impact from highest to lowest setting. The testing is a bit older but some of the basics still apply I'd think.

Not sure what to make of the cooler issue, if you're worried you got a used cpu/cooler combo then maybe return it and hopefully get a new cpu/cooler. If you're getting an nh-d15 anyway it may not be worth worrying about a new vs potentially used stock cooler.
