I just build a pc for gaming and I couldn't afford a SSD (Solid State Drive) so, I want to know which one would make my pc perform the fastest. 2 hard drives, one with windows and one to store my games or one hard drive for windows and an external drive for storing my games.

You wouldn't want to install games on an external drive if that's what you mean. They would run way too slow.

Assuming you are using two drives connected to MOBO via SATA.
A short term and advanced solution would be make a RAID 0 [striping] with both drives and get speed and size with less longevity. A good short term solution.
Best long term with those drives is RAID 1 [mirror] for redundancy.
Simple solution is what you suggested with run two harddrives and when primary is full then use secondary overflow storage.
