Is this a broken VGA connector?

I'm sure it is, but I'm just looking for a second opinion because I'm looking at a computer for someone, and I don't want to end up giving them false information.

Additionally, is it worth it/possible to fix this by getting a low cost graphics card? This is a fairly old computer, Windows XP era.

Solution
The computer will detect it fine. You need to connect the monitor to the VGA card and then boot. Then uninstall the integrated GPU driver and then install the dedicated GPU driver.

Thank you, ehh, I'm not to this, should have made this a discussion thread.

I just checked the slots, and they are PCI, so I'll have to get a PCI video card if I do.

What I'm worried about is if the computer will detect the PCI card since I will be unable to disable the onboard graphics beforehand.
