$250 Upgrade For Gaming PC

My friend currently has a very mediocre gaming setup. It's Christmas time, and he's going to spend $250 on upgrades. I'm not quite sure of what he should get though, that's why I need help.

Here are his current specs.
CPU: FX-4130 3.8 ghz
GPU: Radeon HD 7770
PSU: 450w 80+ Bronze
Motherboard: Not sure, but probably a cheap AM3+ board.
Storage: 500gb Western Digital Blue 7200rpm

Like I said, $250 budget. I was thinking that a new gpu and power supply would be good, but not sure.

the gpu for sure. A new cpu isnt going to do anything to help gaming with the current 7770 being the bottleneck. A gtx 960/ r9 280/380 are good choices for that budget. The psu may need to be upgraded, what exact model psu is it? it may be just enough to support a gtx960.

This still leaves ~$168 for upgrading the gpu. the specs on that psu are misleading. I wouldn't touch it.

Maybe so...I saw the reviews for it on there and they seem very good however. Idk it would be kinda a shaky judgment call.
