ASUS R7 250, no display, no post/bios

So I have recently bought a new graphics card for my desktop, the AMD R7 250. However it is not working. Before using the graphics card, I used the integrated HD graphics and the computer ran smoothly. With the new card installed I get blank screens from both the R7 250 and onboard graphics. There is no POST. The computer boots up and all the fans (CPU, GPU and case) go into full power.

I do not have another system to test, however when I plugged in a HD 3450 into the PC it booted up fine with a display. This leads me to believe that the card is dead. The PSU is more than enough to power the card and the motherboard PCIe x16 is said to be Gen 2, ruling out the compatibility issue with the new Gen 3 graphics card and the possibility of a dead PCIe x16. Despite this, the R7 250 does not have any marks or damage on the PCB and the capacitors do not seem to be bulging or leaking. Plus the fan on the GPU spins I have tried clearing the CMOS and using 1 of the 2 RAM sticks. I do not have a second machine to test on so I am unable to confirm that the GPU is dead.

If anyone could help then that would be great!

Solution
If the monitor was connected to the card, either the card is dead or you have run into the HP thing that they have not updated BIOS to support newer cards. Anyway check for a updated motherboard BIOS.
