Is my PSU good for Asus Geforce GTX 960 Strix?

My pc specs:
CPU: Intel Core i5 4670K
CPU Cooler: Xigmatek Dark Knight Nighthawk SD1283
Motherboard: Gigabyte Z87-HD3
RAM: 8GB Corsair 1600mhz Vengeance (2x4GB)
Hard Drive: 2TB S-ATAIII 6.0Gb/s
Optical Drive: 10x Blu-Ray RW S-ATA
Graphics card: NVIDIA GeForce GTX 650 Ti 1GB
Sound Card: Onboard 7.1 Audio
PSU: 450W Corsair VS

if the PUS is not good could you recommend one.

Yes, the Seasonic S12II 520 has plenty of wattage for the ASUS GTX 960 and the correct PCIe power connectors. It also uses quality internal components so it should last you a good long time.

If you can afford about $20 more this EVGA unit below would also be a great choice for a fully modular PSU (easier cable management). The XFX is a quailty unit so you don't need to upgrade to the PSU below for great power, but if you can afford the extra cost the GS would be a fantastic choice:

Is this one any good Corsair VS550 ATX/EPS Vs Series 550 W 80 Plus Power Supply Unit.
i what to keep cost to a minimum if i can

The Corsair VS series isn't a good line of PSU's. Corsair has come out with a few rather cheap lines recently, including both the VS and CX series.

This is the least expensive quality unit I can currently find, $50 from Seasonic. It really is worth either getting the Seasonic below or the XFX I posted above, the PSU is one of the worst places to try and buy a budget unit when building a rig. Either the XFX or Seasonic are very good long-term investments:
