Motherboard Getting No power but psu is good

Well i got a msi z97 Motherboard and it's not getting no power but psu is good because i put it in another PC and works just fine I made sure that the 24 pin and the 8 pin was all the way in i made sure the ram was in the right spot and i made sure that the cpu was in correctly all was good when i went to start nothing happened the psu fan spun a quarter thats it the fan didnt even get a half turn no fans turn nothing so i took it out the case and just tried (CPU,MOBO,RAM,PSU) im just asking do you think it was a bad motherboard cause just to be safe i sent the cpu and motherboard back

i7 4790k
750w evga
MSI z97
16gb ram 2400mhz vengeance corsair "Tested"

It certainly could have been a bad motherboard.

Since you're sure the PSU wasn't to blame and you've listed the RAM as 'tested' I assume you've also eliminated the possibility of bad memory. After that the motherboard would be a very plausible culprit.

yeah i tested the ram in my old pc the psu everything that would work in my old pc i tested and everything was okay but the other one that i have listed just would not do anything the cpu fan would not even spin
